The state law in Ohio states that we should carry the insurance on liability with us during car rentals. According to Federal Trade Commission, a Collision Damage Waiver is a guarantee that the car rental company will pay for damages to the car rented. But it also states that it wont be paying for physical damages or damages to personal property.
